All bandwidth is burstable.  Bandwidth is billed based on the 95th Percent at the rate that you have committed to. i.e. if you commit to 55 mbps and your 95% is 80mbps you will be billed at the $80 mbps rate, however, if your commit is 15mbps and your 95th % is 25 mbps, you will be billed at the 15mbps rate.
